Does VS Pro offer variable framerate?

I'm looking for a video editing program that lets me speed up and slow down action in a video recording. Does anybody know if VideoStudio Pro lets you edit sections of video, so that selected scenes play back faster and slower. I'm not seeking acceleration and gradual slowing, although that would be nice. I just want to be able to select from a variety of speed options, like, say, 40 fps, 50 fps, etc.

Yes it can, but the speeds are set by % and not by fps.
