Unless someone has a better answer, you might try temporarily disabling your anti-virus software and seeing if you have the same issue. If you do, then I haven't helped. If you don't, then your anti-virus software is seeing a false positive with the plugin files. The best way around that is to add the Corel folder to the Exceptions list in your anti-virus software.

NOTE: Your description of the issue you are having doesn't really point to your anti-virus software being the problem, but I only make the suggestion until and unless somebody else comes along with a better solution. :-)

I cannot even read the error messages on your screen shots and that is what they are, screen shots of your whole setup.

Could you not crop the image so that the important parts are clearer and larger?

eg do we really need to see the whole of the learning palette. Perhaps crop part way through the materials palette enough to show that you have one image layer only.
Do you think the Tools bar and all the navigator palette are important in showing what the error is?

As with any image crop out what is not important so that attention is directed to what is important.
