When I want to preview a video in the Preview Window the sound is going but the video is either frozen or jumping frames.
System performance should not be an issue (I7-4790K 4GHz with 32GB ram on 64 bit Windows 10, 2 SLI GeForce 970).
Video is from a GoPro Hero5 in 4k.
Project settings are in line with original video.
CPU usage and RAM usage when playing back at 25% and 15%.
Rendered 4k video play just fine.

First what version of Video Studio are you using?
You should try using Smart Proxy, this process created additional files of your clips and should improve timeline project playback.
Go to Settings – Proxy Manager – Enable Smart Proxy.
Any clips being added to the timeline will have proxy files created, for existing clips, right click for Create Proxy Files.
These files take a while to render, view Smart Proxy Queue Manager for progress.
Once created a small icon can be seen on the clips indicating proxies are being used.
Project Playback should improve.
