Unlike many programs that give you the option to choose from a variety of "skins" - media players are a good example - a graphic program generally limits those choices to variations of black to grey. That is because, the way visual perception works, to most accurately view the colors of an image it's usually best to do so against a neutral grey background or something close to that. For example, colors viewed against a pure black background will seem to "pop" more than if viewed against a very light background. If viewed against backgrounds of different colors your perception of the colors in the image will again be different.

PSP used to have a blue workspace, and they even brought it back for a single version. But they went away. There is no getting that back. As JoeB said, blue looks pretty but can distort the way colors look to our eyes while editing.

In my PSPx5 i had the blue workspace and i loved it.
Now in PSPx9 is the grey one. I don't like it. If i knew about this before i purchased PSPx9 i have not purchased for PSPx9.

If you purchased X9 within the past 30 days you can get a refund. Yes, different colors might look pretty but PSP is meant to be a serious graphic editor, and the aim is not to make the workspace look pretty but to make the images being worked on look their best. I must explain......

I use the lighter grey, don't like the dark grey (black) as it hurts my eyes.
You can change the background colour of an image (pull on the corners of the image to see the current colour) in View>Background color> select which one you like (of the ones on offer), see attached.
(I set my workspace to Window>Tabbed documents un-ticked)

It modifies the image background color (workspace).
I made a flashy blue but you may change it to light blue.
The syntax is:
"Preview - Background"=dword:00fe883a
The hexa value must be swapped.
The blue you will see is 3a88fe (112233) but you must write it fe883a (332211). The 00 on the beginning is needed. After the insertion in the Registry, select the LightGrey workspace (this registry key replace a value in the LightGrey workspace).
If you want to desactivate, remove the value after dword: (empty).
