Absolutely.
In this case, Windows Explorer (as a standard user) is prevented from opening an image with elevated privileges by simply dragging-and-dropping. To get elevated privileges, the user must explicitly "log in" to the program as an administrator. The user did that with PSP, but not with Windows Explorer.

Uploaded the update yesterday, this morning I have had to do a System Restore to get my Wacom Bamboo (original bamboo) to operate I could not get tablet to work without. Tried many things on the Wacom but they would not coperate. Tablet works without update.
I actually noticed that my Bamboo Fun didn't behave as it should (the settings were changed) but didn't think it had to do with the update. I just reinstalled the drive of the tablet and it worked fine.

I really, really didn't want to install this update as I feared that customizations I had made would get blown away. I talked with customer support; their solution was some hack to change the registry. After the constant barrage of pop-ups to upgrade, I gave in; I first saved my workspace then gave it a try. First issue: when you exit PaintShop (or go to HELP > UPDATES) you have the option to upgrade, but when you try it complains that PaintShop is running .. yeah, well of course it is. So that totally didn't work. So I went to the site and downloaded the executable. Did the update, reloaded my workspace and just as I feared, I'm back to square one on customization, only a small portion of what I had setup having been saved.
Always save your workspace if you do customization. There could be any number of things that go wrong and require a workspace restoration. And this is without considering updates. However, my update did not change my workspace so it's not a global issue.
And the inclusion of transparency on the gradient fill tool is a big reason to update for me. I love this tool for working on vectors. But the inability to adjust the transparency made it annoying to use for anything real. Now we just need the ability to set the center point and focal points and it'll be a semi-complete tool.

That happened to me as well. It didn't fill me with confidence and I was right to be perturbed as after this point *all* of my existing pspimages became inaccessible.
