Your question is a bit like that one. You don't tell us what the video is for -- to be made into a disc (DVD or Blu-Ray?), for showing on the web (high def or standard def?), for playing on a HDTV e.g. from a file stored on a card or USB drive. Each of these -- and probably more -- will have its own versions of "best" in terms of format, bitrate, frame rate, Upper (or Lower) Frame First or Frame Based/Progressive, and even audio format and its own bitrate...
So give us a bit more of a hint and maybe you will get some sensible answers.

I have a Screenplay director which can play most of formats plug into a Hdtv. My question was how to obtain the best quality video before having to try different finishes on the tv.

Quality begins with the filming process... set your camera to record at the "best" quality it can
Edit your video using that video setting in the project, to maintain "best" quality
When you are ready to use the SHARE option to create a finished output is when you will select your target output setting
