Center portion in focus outer portion dark and blurred
I am trying to achieve an effect where the center potion of a photo is in focus and the area surrounding it is darker and blurred. If I could get a name for this, and/or steps to reproduce it would be awesome.
I tried a couple of things, first I made a rectangle selection in the center of the image, but found out there is no way to center it exactly, so I kept going anyway. I inverted the selection and made the outer part darker and blurred as I wanted.
My goal here is to produce this effect so everything is centered. Attached is what I came up with, but it is not centered.

I would call what you are after a vignette. But do you want it exactly like that i.e. with sharp edges delineating the dark vs. light areas? Or do you want a more feathery effect with the light areas gradually becoming darker the further out you go?
Look under Effects > Photo Effects > Vignette. You will see up in the right hand corner when you apply the filter that there is a Rectangular Selection Tool. You use the cursor to draw the rectangle and vary the appearance with the other sliders below that. The Feather Edge one will graduate the transition between light and dark. But you will still need to centre it manually. With feathered edges, though, a slight misalignment will be far less obvious.

Using vignette I had little trouble moving the rectangle to what looks pretty much the centre of the image. It may not be millimetre perfect, but IMHO still looks pretty close!

Suggest you download and install Nik Color Efex Pro. (free). On the left side of the screen are all their presets. Scroll down and you will find many Vignette options.

Got it already, I have tried this before with another editor before NIK was even thought of, I just can't remember how I did it.

For vignette, the best way to center the effect is to get a centered selection before entering the effect. And centering a selection is pretty easy depending on the method.
Method 1: Custom Selection - this is a button found on the Tool Options Palette when you have the "Selection" tool active. The Custom selection dialog lets you define in pixels the start and end points of a rectangle that represent your selection. So long as the Top and Bottom are the same distance from their respective edges, and left and right are the same distance from their respective edges, the selection will always be centered. Of course this requires that you know ahead of time how much space you want on all four edges.
Method 2: This one is harder but is a lot more flexible. Use the vector rectangle to create your selection. The Vector Rectangle tool requires that you have a fill turned on, and that your stroke width is set to 0 for best accuracy. You can resize the rectangle until you're sure you ahve the size you want. Then use the Objects -> Align -> Center in canvas option to center the rectangle. Finally use the Selection -> From Vector Object command to create a selection from your rectangle. This will be perfectly centered.
Method 3: Use the "Center Layer" script. Make a selection, go to Selectsion -> Edit selection. On the script toolbar select "CenterLayer" and run that script. It'll center the selection. Turn off edit mode Selections -> Edit Selection

Tried method #1, worked fine kind of a pain setting up the selection parameters, Method 2 probably less of a pain than #1 after I figured out what to do. Will try #3 later.

Method 5:
- duplicate layer and using adjust menu darken, blur etc. to your heart's content. I tried channel mixer monochrome with changes to the sliders.
- In Selections, Select All (ctrl A) while still on the adjusted layer
- in Selections menu, got to modify/reduce and enter the pixels by which to reduce. Using show on image gives instant feedback.
- delete
The center will be the underlying layer and the edges show the modification. You can also feather the selection to give various results.
