How to draw a hollowed rectangle in X8?

I know this sounds stupid, but how do I draw a simple empty rectangle in X8? When I pick the Rectangle tool it gives me a bunch of diamonds around the area I selected. I just want to put a red empty rectangle around a portion of an image to point it out--the way you would put a red outline in Acrobat or Adobe Reader. When I tried doing that with Photoshop Elements 12 at least it gave me a filled red square.

I checked LeviFiction's YouTube videos on how to use the rectangle tool but mine isn't working like that.

I just tried in X8
Opened a new document with white background.
On Material palette selected a red as Foreground color and Transparent as Background / Fill color.
Selected the Rectangle tool (under Preset Shapes) just below the Text tool.

Changed the width (just past the Line style box) to say 10
Drew the rectangle and the box with no fill appeared.
Systems available Win7, Win 8.1,Win 10 Version 1607 Build 14393.2007 & version 20H2 Build 19042.867

I tried those on the image I'm trying to put the box on and I'm still getting the problem.

If I uncheck Show Nodes I don't get the light blue square. But the red diamonds are still there.

Looks like you have a line-style problem. Have you tried setting your line style to something else? From the screnshot it looks like the line style is set to a solid line. Try something else and see if that gets rid of the diamonds. If not have you tried resetting your workspace?

It looks like you have a customized line style.
Click on the "line style:" of the Tool Options and click the Custom button of the drop down.
Check if the 'Different segment caps' option is checked. Below that you can vary the length in the 'Style' box.
I'm no expert, but unchecking something here might help.

No, I didn't have it set as a line. It turns out the "example" image in the drop-down is a "line" of very tiny dots. I thought that was showing a solid line, so I didn't use the drop-down to check the line style.

I don't know why, but i have often gotten that line style change on its own. I NEVER use it on purpose and i often get it when i don't want. Not sure why.

It wasn't an accidental change. I had not used the line style for quite awhile. When I looked at the line style I thought it was a straight line. I didn't realize it was it was dotted until I looked at the drop-down.
