I have PSP X8. I want to post some images online, but there are some words and a logo that I want to blur out. How can I do that?

Select with the selection tool. Adjust -> Blur -> Gaussian blur. High enough setting to blur it beyond recognition.
But....shouldn't you leave the logos on images with logos? Usually means they own rights to the image.

If you want to blur just the signs/logos then you can go down to your Brushes, select either the Smudge or Soften brush and set your brush sizes etc then just brush over the required areas.

You may also take the Soften Brush and "paint" on the text to be blurred.
Another option is the Levifiction solution but with a layer:
- duplicate the background layer (this makes a copy of your image)
- activate the background layer and blur this layer
- activate the top layer (duplicated image not blurred) and erase parts to be blurred. This reveales the underneath blurred layer. When done, merge the layers.

And last, if you have the rights to post the images, and if you want to completely get rid of the text on them, you can try selecting the text and then clicking the Smart Fill button to fill the selected areas with the image data that surrounds it. This often works best doing it one bit at a time rather than selecting everything you want to fill at once.
