I have a video project edited with VS Pro X7. A few years ago my PC crashed, and I lost the clips from this project.
However, the whole project itself is still intact, with each of the clips intact on the Timeline.
I want to use some of these clips for another video project, though they aren't in any Library. A clip has the label
"uvs140126-001-7.avi," for example.
What procedure would I use to get copies of these clips?

I'm a little puzzled. If you have a project file open (with a .vsp extension) and the clips are showing in the timeline, then the actual clips must be somewhere on the computer. A .vsp project file contains no actual video. It is a small text file telling VS what clips are in the project, where they are stored and what editing has been done to them.
Or do you mean the project was at one time rendered into a new video file and that is what you have in the timeline?
Do you actually see video clips or images? Or are there a series of white frames with crosses through them? However in the latter case you should be getting an error message telling you the clips need to be relinked...

and just to take it a little further - if you RIGHT click on one of the clips in the timeline a pop out will appear - down at the bottom you will see "locate on computer" - a file explorer window will then open showing the actual file which you can use any where
....

You can actually see the video clips on the Timeline.
And your right-click on the clips for Properties location did the trick--found their locations!

That's good - as Ken said above - every thing you see inside Videostudio is 'virtual' in that none of your videos or photos are actually 'IN' the programme - every thing you see in the timelines is just links to the actual clips.
so know you know where they are you can just import them back to your library if that is the way you prefer to work
even when cutting or deleting videos in VS your originals are not cut or deleted
....

What is strange is that I found the original video footage (shot well before the clips I wanted yesterday, and did locate) on my PC--but that's all in one huge video file adding up to 9 Gigs!!!
There must be some way to break up that one huge video file....
