Although billed as an upgrade, that is only for pricing purposes. What you get is the whole integrated X9 program which does not depend on any part of X8. So yes, you can uninstall X8 if you want and X9 will continue to operate just fine.
By personal experience, I would keep all old versions of VideoStudio installed on my computer. Because I was missing space on my hard drive, therefore I've deleted Ultimate X4, 5, 6 and kept only X8. Now, I regret so much because there were things (NewBlue FX) intalled with X6 that were working fine and that I cannot installed in my X8. To recover all these effects, I would have to uninstall X8, reinstall X6 then X8.
From what I've read on the forum, all versions of VideoStudio work independantly one from another.
Over time, Corel changes the contents of the library - frames, objects, pictures, music et al. So, if you have deleted X8 but still run an X8 vsp under x9 or later, it's possible that some of the items in that vsp will be changed or deleted (need re-linking). If you have a storage problem and feel the need to remove X8, copy and save the X8 samples folder to another location first. Thus, any of the items in it are available and re-usable in any project file after the program uninstall.
I've been burnt by this more than once and as a result I have sample folders from VS11 versions onwards, even tho I only have X8 thru 2018 currently installed. For example, pointing finger objects. Last seen in the X5 samples, but I've used them in several X9, X10 and 2018 projects because I could get them from that saved X5 version samples folder.
