Is it possible to reset the unnamed folder; that is remove everyone and then rerun to populate?
Is it possible to remove a windows folder from the unnamed group once unknown is populated?

There is an unnamed folder in PaintShop Pro; it is there under the "people" in collections. I would like to clear this folder of all faces that has been recognized upon scanning for faces.

Experiment with a folder containing a small number of faces - nothing to lose. You'll have all your answers.
I believe so. From the unnamed folder you can assign names so the thumbs move to named folders. You can delete those you don't want and thus empty the folder. If you rerun the same folder the people you have identified and made folders for will not appear again in the unnamed folder. Assign names to those you want in your collection, delete the rest. Use right-click to assign individual thumbs (those not grouped).
