Fixing clip rotation black background
I recorded a clip of the Redeemer monument in Rio last year, and needed to rotate the camera 90deg to get the image properly on screen. Inserting this clip into a project now presents a quandary:
1) in its original orientation, it fills the preview window, but lying on it's side 2) rotating the clip CW to present the correct orientation and sizing to fit the screen means it has to be an overlay. I inserted a blue background colour in the main timeline, and the result is this Is there a way to remove those black side bars from the rotated overlay image?

Are you using a video or an image, if an image, rotate the clip in an outside editor before importing into VS, then you should not see those side bars, that works for me

I never had bars and never rotate outside VS (unless tagged)
Why the screenshot is in clip mode?
is it normal HD footage? you have it in default size also?

The image seen is a video clip (filename in overlay track icon), standard mpg (.mod) from a JVC camcorder. No HD involved.
In the timeline track, rotated, a lot of it's over the edges of the view window, and there are black bars at the side.
And unlike pictures, where you can use explorer to rotate the image before it's imported to VS, with a video clip that option just isn't available.
So, the clip is in the overlay track so I can size it to fit the screen. To avoid the black side bars I used a background colour in the timeline - that has always worked before. But when rotated in the overlay track, those side bars are back as part of the clip, clearly from the rotation action on the overlay track before it's overlaid on the colour in the timeline.

As a test I placed in the overlay track an HD MP4 video, then rotated it, placed a colour board in the main timeline and as you can see, there are no black lines on any sides, agreed that this is a normal clip which I rotated, whereas yours was taken sideways, but I would not have thought that should make a difference

I really didn't expect it to make a difference either. But numerous attempts at sizing and rotation in either track did not change the effect I got.
Maybe the solution is to not take or use that sort of video. But it does seem odd that the image looks fine in the taken (ie lying down) orientation, yet gives that barred effect when rotated.

OK, went outside and recorded a sideways video, imported into the overlay track, then rotated it, video plays without any black sidebars, so what is different with your sideways clip

The video is 720 x 576 x 16:9 and as such anamorphic, that is stretched to create the widescreen view.
The black borders will be part of the rotated video file
You should be able to use the cropping filter to remove the bars.

You are correct, just tried an old mini DV clip 720x576 x 16:9 and the black sidebars display, using the Cropping Filter it's easy to remove them

another option would be to render the original 720 x 576 to a 1920 x 1080.
Then using the new 1920 to rotate.
Whatever you do the video will display as a smaller vertical panel, (portrait view)

The clip is a whole 8sec and 11Mb long, and I was about to upload to OneDrive when I read the latest posts.
And the cropping filter indeed it does remove the black borders from the rotated clip image. But it took a bit of experimenting to establish how this filter works - other filters use sizing handles, with this one, you need to play with the percentages (height and width) until the crop border matches the outline you want. And once found, right click and copy to all key frames markers to make sure that the black zone does not come back as the clip plays.
