In the feature comparison chart I notice that X9 includes: New! Export Edit History - Document and share your edits to a specific photo or project.
Is there a corresponding Import Edit History feature?
If so, can you import just the Edit history, without importing the image itself?
And now for the "$64,000 question": Could that imported edit history be applied to a different image? ... In effect [no pun intended!] creating shareable user-defined effects ...

No, the edit history is literally just a text file of what was done. Nice for making tutorials and sharing steps but not much else. And even that is relies on you ignoring all of the useless additions. It takes all of the script data and removes all of the script code leaving only the parameters.
If you want to be able to execute the script history, before closing your image, go to the history palette, highlight all of the steps, and save as a script. That will be executable on other images.
Technically it would be possible to convert an edit history to a script, but probably not automatically but painstakingly.
