Creative Clipping

Last week, a (mainly) on-line census in Australia was a spectacular failure, whereby the servers crashed under load. The posturing from politicians and bureaucrats has asserted several things about it, mainly DDOS, however many in the operational parts of the industry simply say the government dept and contractor just got their numbers wrong.

Some enterprising soul has created a short video clip (link below) about the event from a range of sources. The speaking faces and audio parts in this is the actual broadcast material that appeared on Oz TV, but it is clearly not the original background.

VS is one editor which could be used to create this, and with one exception perform the required actions to derive the materials used. I think the hardest part of this would be clipping the faces from the source, so that a chroma-key action could be used to integrate the faces into the background. Whatever was used, it did that bit pretty well. So, I have a question:
1. what tool could have been used to clip out the face clips from whatever the original video material was?

It's rotoscoping (not very accurately done) and for that masks can be created in VS (under rated) painting creator.
