Why can't I move or re-size a selected vector text layer?

Why can't I move or re-size a selected vector text layer?
Sometimes when I select a text layer and try to move it, it just snaps back into its original position. PSP X8 Pro.

Would you please describes the exact steps you take when trying to move or resize the vector text layer? And do you have grids or guides activated?
