Your materials palette is floating, it is not 'docked'. If you have a palette beneath it, it probably is not docked either.
Floating palettes do just that, they float above the workspace so images can go below them.
Drag the top of the palette (beside the name) up or down, left or right, to the edge of the workspace. You should see translucent palettes with arrows appear. Drag your mouse arrow with the palette to one of the arrows to dock the palette. Just explore the workspace while dragging the palette, see where you can dock.
If you don't see the docking arrows appear, menu File/Preferences/General program preferences.../Palettes. Make sure "allow docking of" the palettes you want to dock is checked.

ok, i managed to do that with the palette.
but what about my tools bar ?
i tried it tool, but she looks not-dockable ! so the problem remains.

i finally managed to "dock" or stick the tools bar!
it seems the tools bar have a different dock-behaviour than the palette one !
thank you for that...but the picture remains hidden by docked palette and tools bars !
the workspace area should be restrained by the dock bars, but is it not , so my problem remains : hidden window image option!
ps : for psp x9, it would be VERY good to choose a background color (like white) for the tools bar and palette instead having the same of the workspace.....

You can move an image anywhere around the workspace and "out of" the workspace. If you zoom an image it will be confined to the space within the docked palettes.
If the three right window buttons are hidden, zooming out one click or tapping the - key once should expose the buttons again. Just like in X3 if I am not mistaken.

yeah i know that, but it is boring because X3 did not have this problem. i could open 10 pictures from windows explorer and psp always place well the windows in psp whereas X8 cannot do the same.
x3 had a button in the top bar to reorganize rightly all the windows in the workspace and in only one mouse clic . i did not thinf that old feature in X8.

Your original problem was answered, then. This is a "new" one.
Nothing much has changed in handling of windows since Jasc PSP 3.
Of course you already tried menu Window/Cascade or Window/Tile Horizontally or Window/Tile Vertically.
You might even be interested in menu Window/Tabbed Documents.
