If you want to bring photos in on separate layers you can either use drag and drop from the Organizer one photo at a time, or you can use this script to open up several images at once.

This script can be used to open up multiple images at once and then place them as individual layers in the image that was active when you ran the script.

This script was adapted from the SliptRGB To Group script by me, and then further edited by Cassel. Although the script is hosted in Cassel's store, the script itself is perfectly free.

Run this script and it'll ask you to select any number of images to open. Once the images have opened, this script copies, and pastes the images as new layers in the active image. Then closes the images that were opened. It's slower than a full fledged "Open As Layer" option would be but it should suffice for most users. Also should only be used on single layer images as it doesn't account for layered PSPImages being imported into another image.
