PSPX7 video format?

I am interested in creating cinemagraphs and I can only find tutorials for Photoshop. I find that PSP does just about every action that Photoshop does, but I can't figure out how to open a video file. I can't tell if PSP just can't do it at all, or if I just don't know what the proper file format/extension is.

PSP X7 doesn't manage video.
If I remember, a long time ago, PSP was able to open video files. Some oldtimer here may confirm... :)

PSP's manage mode would let you play a video file and grab a single frame from the video to bring into Edit Mode. But you could not edit actual videos. Though I don't remember what versions had this, or when (if) it was removed. Nor what sorts of file formats were supported.

Cinema-graphs are very cool. Sounds like maybe you should be looking at Corel Video Studio.
