VS X9 problem on bitrate setting on authoring DVD or Bluray

Hi everybody,
I just bought the brand new VS x9 and it works just great, I also bought the bluray plug in but I found something that don't work properly.
When I go in the last part of the project and I want to create a DVD or Bluray the bottom line that indicate the size of the file remains always at the same value, for example, just yesterday I did a bluray of 3 hours video and the line indicated almost 33gb at 35000 as bitrate compression, so I go on the setting and lower the bitrate at 22000 and the value stays the same, I tried with other value and nothing changed.
But what surprise me it was that in VS X8 whent the file size was bigger than the destination disk, it automatically adjusted the bitrate so that it would fit in the disc (which in my case was a BD od 25gb)
At the end I had a final bluray folder of about 28gb tha of course I could not burn on the disk and I did again the project with a lower bitrate and finally I had a 18gb bluray folder that I could burn on the disk. But I lost video quality because I could gain extra gb to reach 25gb but when the indicator don't work you can't do that.
Any solution?
