effect plugin snag

I'm using PSP x8 and have run into an inconsistent problem with plugins. Sometimes the links are active, but often they're not, and I don't know what makes the difference. I can have two images open. The plugins are activated on the first, but not on the second. Below is a pix showing what I see. In this instance, I'm trying to use the KPT Collection, but the same thing happens no matter what plugin I use. (This is on 32 bit PSP, but it also happens on 64 bit.) Does anyone know about this? Or do I need to call tech support? Thanks!

As far as I know, KPT only work on 8-bit images so you may have to change your image. You can do this via the Image menu and either Increase Color Depth or Decrease Color Depth depending on your starting image.
