Is it possible to Manage Order of Photos within Collection? I thought I would be able to drag/drop

What you are probably after is a way of ordering the images as if to do a slide show.
If you want to keep the original images and yet have them show n a different order you may have to rename the images in the order you want eg 01 clouds, 02zebras, 03dancers, 04penguins etc.
That will allow you to order up to 100 images any more and you are looking at 001zzz, 002xxxx, 003yyy and that will allow up to 1000 images.

If you are looking to change the order in which images are displayed you can do so in the tray(s). You can create a custom tray in Manage. Drag thumbs into the tray, there you can drag into any sequence. It's great for comparing images (double click and they appear full screen).
However, only images from Collections are retained from one session to the next. If you drag from Computer the thumbs are lost when you close PSP.
