I installed VS x9 ultimate 32bit on my windows 7 64bit Enterprise. When I try to create an MP4 file I got an error that I can't read and no file is created.
I installed Sp3 but still the same. While I used VS x8 it worked fine.

Hard to help without more details. Need that error, video sources details, how much editing filters, mp4 details you are trying to create. Finally, why 32bit version on 64bit win7? I have been doing lots of mp4 with 4k mp4 sources video stories on win7 64bit system without any errors, so you should also be able to.
