I've been using the Amplify option in Audio Filters to increase the volume of some video clips in
VS Pro X7--but I've found Amplify to be pretty anemic for doing that...
Are there any other options--internal or external--for increasing the volume in individual clips?

Try banding in the timeline.

You can adjust the audio level right from the editing interface. See the adjustment box in the attached photo -- it lets you turn up the sound to 500 percent. Not quite up to 11, perhaps, but I use it all the time:
