I do not know why you are still having problems, this does not stop you editing, but inconvenient if you normally use this process
Is it just video files, are you able to drag and drop Jpeg images?
What are the properties of your video files, right click the video on the timeline and choose properties, what are they?
If it is only Video files, can you provide a sample so we can try to replicate the problem.
You will have to upload to a sharing site, One Drive, Google drive etc.

The dnd-problem also exists in .jpg-files.
The problem exits in ALL FILES.

And the official-new SP3 yesterday has destroyed the dnd-function again.

Which "official new SP3 yesterday"? The newest SP3 (ver. 19.3.0.19) came out on june 16/17 and solved the problem with drag&drop. Since you are still having problems with your ver 19.3.0.19, I would think that there is some other problem with your install.

Threetimes I have re-installed CVS X9 = Threetimes de-installed with "VSX9-CLEANUP" and then Threetimes re-installed. NO DIFFERENCE. DnD without function.
I think its perhaps a problem with WIN 7 like the problem at CVS X7 during a WIN7 Update of Microsoft.

I have win7sp1 and VS X9 sp3 (latest hotfix), and DnD doesn't seem to affect me.

I have tested it. Though I want not to test the "safe mode" of WIN 7. That is not the aim.

That is NOT what Davidk said - he means that it is "in function" as you put it (or DnD works for him) - that is the problem does not affect him
