Not directly in PaintShop Pro, no. You have to use third-party software to do animations. You can make the resources in PSP, but you can't animate them in PSP.

a little extra help please?i can't find an tutorial in internet to see how can i do thiw.do you know any link,to see examples?so in paintshop can i do it using keyframes?the stop motion animation?what is that?

LeviFiction already told you that you can't do animations in PSP. Animation is just a succession of still images shown at a speed related to the amount of movement you want in a given time
Video is a succession of still images shown one after the other as well
Videostudio edits video and you can put a succession of still images in it and produce a picture with movement
Videostudio allows you to cut individual frames from the video to create still images
I am sure I have seen posts from you in the videostudio forum about this
maybe you should go back to your posts in videostudio forum

So yes PSP can be used yo create these keyframes as any graphics program can . You can have a number of keyframes designed in a graphics program to the size of your video..
Then you place them on your timeline in Videostudio , Pinnacle studio stc. and can get the program to manufacture the subtle changes between the starting keyframe and the next keyframe. ( I think I saw it mentioned once as the inbetween frames.)

You'd have to ask VideoStudio people if it can make GIFs but I doubt it as it's not in the list of supported export formats. You can import GIFs but not export them.
Photoshop uses a tool that is built in. The Timeline panel. The GIF will be called a "Frame animation" and you have to export it for the web using Legacy settings. Animation Shop, admittedly an old software, had a similar tie in to PSP. It was possible to send a PSP project to AnimationShop, the individual layers would become the frames of the animation. You'd give each frame a time to display, and you could even add frames using built in animation effects.
There are also several free GIF editors available both online and as separate downloads. The GIMP for example can do this. It's not a dedicated GIF creation option but it does have the options built in.
Corel has MotionStudio3D. This software, along with lots of 3D and particle effects, can export to animated GIF. Though I'm unsure how it works with individual photos. If you need to have a video made first or if it'll just import individual photos and export the result as a GIF. It's also not cheap, so if you're only animating individual frames and not adding a whole bunch of extra effects it may not be worth the money. Especially, again, as many animated GIF editors do exist for less or just free.
