Re: photo paint
It's similar and part of the Corel Draw Graphics Suite. Corel offers a free trial so you can download it and compare it to PSP.
PSPX9 | PSP2020 | PSP2021| PSP2022 | PSP2023 & PhotoMirage installed; PSPX | PSPX2 thru PSP2019 owned but not installed

Re: photo paint
If you are asking if you can purchase just Photo Paint and not the whole suite, I don't believe you can. I have never seen it offered separately.

Re: photo paint
It also comes as part of the Home/Student version of the CorelDRAW package which is sold separately from the main DRAW package. I have owned several previous DRAW versions, and last year bought the Home/Student version of the main DRAW package available at that time which was X7. (I see Corel have now released version X8 of the main package, but not yet made that available as a Home/Student version.X7 is still available for around US$110 on Corel.com )
It costs a real lot less than the main DRAW package, yet I have not been able to detect anything that my package cannot do which might be possible in the "full" cost version. The only difference I have found so far is that the Service Pack for the "full" version does NOT work to upgrade the Home/Student version.
Paint is a very good program, by the way, but like most programs these days, it requires a learning curve. But there is a separate user to user Board for DRAW programs.
