Is there a way to rotate an ellipse? I can move it and change the shape but I don't see any way to rotate it. Instead of rotating it, is there any way to draw it with the major axis at an angle?

Jim, hi. Once you draw the ellipse, you can click on "image", then "free rotate" and rotate it to any degree you wish.

With free rotate you have to make sure that "single layer" is selected at the bottom. However, it rotates around the center of the canvas that way.
You can just use the pick tool to rotate the individual objects without having to rotate the full layer. You can also change the center point if you use the pick tool.

Hello
Using PSP X9, how can I rotate an ellipse using the pick tool?
After selecting the pick tool in the toolbar and clicking on an ellipse, the rotation tip is nowhere to be seen: I've tried pressing the controls keys at random (CTRL, SHIFT, ALT, or a combination of those), to no avail.

I think you mean PSP 9 not X9. X9 is version 19. The image you show above (PSP9) shows you selecting the Edit mode from the tool options palette with the Ellipse tool selected. This is not the pick tool from the toolbar.
I don't think PSP9 has a pick tool, I could be wrong but I don't think it does. For vectors in PSP 9 you want the Object deform tool. This is found at the bottom of the toolbar in your image there, just underneath the pen tool. Looks like a regular cursor inside a vector rectangle.

In Jasc PSP8 I get the equivalent of the pick tool (Deform) as soon as I release the mouse button after drawing the ellipse with the preset shapes tool. I can also rotate the image as the rotate handle is there.
Strangely enough the D for Deform tool is greyed out, while Straighten , Perspective Correction and Mesh warp are available . (all these + the Deform tool are grouped together)
However if I right click that vector layer and convert to a raster layer then the Deform tool is available again and once again has the rotate handle.
