Where do I put it?
once I make a picture frame where do I save it within the corel file ?

Once you've created your picture frame, go to File -> Export -> Picture Frame and your picture frame will automatically be stored in the default picture frame location.
If you want to store it somewhere other than the default location which is C:\ProgramData\Corel\Corel PaintShop Pro X8\Corel_09\Corel_09_01 (note: this is the default location for PSPX8) then you will need to add the additional file location in File -> Preferences -> File Locations - > Picture Frames and also set it as the "save to" location.
