Upper Field First
(DVD-NTSC), 16:9
Video data rate: 8000 kbps
LPCM Audio, 48000 Hz, Stereo
The mp4 file comes out beautifully.
No moire effect, no jitters.
However, the DVD iso file is jittery and shows Moire effect, where the mp4 file does not.
The jitters in the DVD iso file are in the same place every time its played.
When a DVD is burned from the iso, the jitters appear in the same places, as well as the Moire effect.
Any suggestion?

Why did you change from Frame based to Upper Field first - - changing frame order can cause the problems your describing

I didn't change it. That was the default setting.

You should try where possible to use the same frame order as your original video file, Frame Based.
Some options…
1 / You could convert the good Mpeg4 file to Mpeg2 then use that to burn a DVD (settings as below)
2 / Change the DVD burn settings as below.
3 / Set the Project properties to use – as below - then the burner will use same settings.

Dolby Digital Audio, 48 KHz, 2/0(L,R)
Either way downscaling 1920 to 720 is gonna impact on quality.
You could create a video to play on TV via USB memory stick, that way you could retain 1920 x 1080.
Oh before rendering again -- go to Preferences – Edit tab – resample to Best
