I have a photo with water in it. The water is brown. I used the freehand selection tool to select the water. The materials pallet is open and I clicked on blue for the color. Nothing happens and I can't find an "apply" button to change the color. What am I doing wrong?

The materials palette lets you pick the color that tools will use. You made a selection, and you selected a color, but you didn't apply the color with a tool.
There are lots of options to work with. One option is to create a new layer, use the paint bucket tool to fill the selection with blue, and then change the blend mode and transparency of the layer to change the color. You see this same technique used all of the time in those various "how to change eye color" or "how to change hair color" tutorials.

There are also tools like the Color Changer, which I don't think would work very well for water as it has too many color variations but you could always try it.

This is what I would do.
The attached is a little over the top, you need to experiment with the colouring.
