If you will need to provide this type of output on a regular basis, PhotoLine should be one of the tools in your arsenal.
For example, this is an A5 document as seen in the PhotoLine main editing window: The outer set of guide lines is my 4mm bleed. The viewable image area itself is the A5 "trim" dimensions. The inner set of guide lines is my 1cm "live matter" safety zone. You can see (by the positions of the green layer handles) that I made sure all the images extended out at least as far as the bleed dimensions, and I cropped off any excess. Editing the document is a piece of cake, being able to see precisely what dimensions are in play.
Using PhotoLine's "Export to PDF" feature yields this result: You can see that PhotoLine automatically output the bleed area and added the crop marks for the A5 trim size, keeping the crop marks well away from the trim size. It also automatically provided the nice white surround.
