Had to build a new computer, went ahead and installed Windows 10
Re-Installed my X8 Paintshop Pro - was working fine with windows 7.
I can open images, change brightness, rotate, sharpen etc..
But I cannot use any of the paint, brush, dropper tools, can't select an area with the selection tool, etc...
Seems like there is a lockout on these type tools.
Any Suggestions appreciated

From what I can recall, after I installed Win 10 (from Win 7) I had a number of problems and it seemed to take about a week of using the new system before things settled down - it works well now. I think I had to reinstall a couple of versions of PSP.
To start, I suggest that you reset X8. Save your workspace for use after the reset and check where it was saved. I found that PSP put it in an unexpected folder a couple of times. Close X8 and hold the shift key while starting it and follow the prompts.
If that doesn't fix the problem consider reinstalling the program.

I reinstalled, tested it without the service pack 1, tried both 32 bit and 64 bit.
The program is acting like the image is locked or not selected - I can't click on it, right click does nothing - resizing the borders doesn't work. The only things that work are sharpness, brightness etc - functions that work on the entire image.
I will see if I can locate my PSP6 files and license key and give it a try.

Can you try a simpler process. I presume you are starting and using Edit Mode.
File > New make a new document not transparent say 1000 x 1000 pixels.
1. Can you select the paintbrush and paint with some colors?

3. In preferences enable the splash screen. (under Miscellaneous) and see if you can see it loading the various sections when PSP starts.

Splash screen is pretty quick, but I do see it loading modules.
I had actually tried creating a new document, but same issue - program is not recognizing me clicking on the image area anywhere....

I am experiencing the same issue with PSP6 - maybe there is some issue with my GTX970 Nvidia graphics card setup?

Haven't tried another mouse. Cropping will activate on the image when I click it but the resizing elements along the image edges will not be clickable.

That was it - I was using a wireless mouse keyboard combo (logitech MK320) - when I plugged in a usb mouse - both mouse started to function properly - unplug the usb mouse then the wireless mouse does not work correctly editing image.
It is strange that both PSP6 and PSP8 under windows 10 lets me click all around in the program except to work on the image - must be a bug (feature) in WIN10 or Corel.

Congratulations. The wireless mouse and keyboard was information missing from the original post.
With problems, I like to always go back to the simplest configuration. This includes a USB mouse and Keyboard and disengage other peripherals like scanners and printers.
Also move all contents of imported or user produced brushes / scripts etc. Start with the most basic system , make sure it is fully updated and then build up from there.
