Not inside PSP it's not. But there are many vector tracers available that you can use. Some are online, though I don't trust those. Inkscape comes with a free one. Both Adobe Flash and CorelDraw have one they can access.
If you wanted to then work with the vector inside PSP you'd need to be able to convert the vector to an EMF file format. It's one of the few vector file types PSP actually opens and maintains the vector on.
