Resize Handles Have Disappeared

Hi everyone,

I'm using PSP X8 (Win 10 Pro). For some reason that I can't figure out, just in the past couple of days, after I've pasted an object as a new layer I can't resize it by dragging the corners anymore. If I hover my mouse over the corners, I get the four-arrow warp cursor, or I get the arch-arror cursor to rotate the layer. For some reason the resize arrow cursor has disappeared. I'm stuck. Any ideas?

Is your mode set to scale on the tool bar?
