Milk glass effect - how to?

I tried but I'm not satisfied..
A middle "glass" effect is my work. Not good enough.

Using a gaussian blur radius of 15 and decreasing the bar's opacity to 35 did what I think is a decent job. So I think your method works just fine.

If I may pop in on this, I think it is more blurred... and perhaps darkened a bit.

I found I was able to get a bit closer to it with a Gaussian Blur of about 23 and decreasing the Brightness by about 30:

(I also think it is called "frosted glass" effect (like they use in bathrooms!) but I could be wrong, of course.

To my mind generally if you have something black behind the glass it goes to a grey. and white things look a little darker. so there must be a contrast reduction.
