Drag and drop audio in smaller than one second increments?

Drag and drop audio in smaller than one second increments?
Hi, I got bought VideoStudio X8 (I didn't know that X9 existed) and I went to the timeline and imported a video and an audio file and I can't for the life of me figure out how to get the audio track synced up to the video's audio track. I can move the audio around, but I can only drop it in one second increments. I think I'm in the wrong mode. I turned on the sound mixer and I can see the audio waveforms of the music track and the voice track that I split off of the video. I feel like it should be easy for me to drag the music file over .2 seconds so its waveform matches the voice track waveform, but I can only move it over 1 second. I tried holding down various shift keys while dragging and they have no effect. I've tried looking through the manual and searching the forum. I don't know why this is so hard to do.

I have found that the minimum amount of movement I can apply is dependant on the zoom rate set for the timeline - to make very fine adjustments I set it to "one frame" I can then move the blocks one frame at a time
Over the right hand end of the timeline is a digital readout and to the left of that a small clock face - RIGHT click on that and from the pop-out choose 'Zoom to' and then choose ! frame
However - I prefer the following method as it allows you to easily go back and forth accurately
when you put the audio in the sound track space it slightly away from the left edge - put a colour block (usually black) - from the 'Color' library at the beginning of the top video track in front of the actual video - now adjust the duration of the colour block - by RIGHT clicking on it and choosing 'Change color duration' - the little window which then opens allows you to add or subtract one frame at a time and as the video is locked against the block it will move the video backwards or forwards one frame to allow synchronisation

Thanks for the reply, but is that the best I can do? I'm trying to make music videos and video frames aren't accurate enough to sync audio since in this case there are only 30 per second, whereas with audio there are 44,100 or more "frames" per second.

Actually, if I could start recording in the Logitech Webcam software and in Cubase at the same time, then my problems would probably be solved.
