Wondering what the technique is of colorizing mostly old b&w photos. Is it something that could be done with PSP?

Yes.
Add a new layer change the blend mode to color. Then use the paint brush to paint on that layer. Do this slowly for everything you want to be a specific color. You can also put different items on different layers so they don't accidentally overwrite each other.

Thank you once again folks, OK, I was on the right track but with very simple subjects with only a few colors. I saw some very complex colorization's where I thought maybe some other technique was used. I guess a lot of time spent was all.

This can also be accomplished with software like Akvis Coloriage or Recolored.

Thanks all, been playing with coloring and find much depends on the correct opacity. But the hardest thing is finding the right color either actual or my perception of what it should be.
