16:9 question

With the new 16:9 support in VS9 can you edit a 4:3 to crop the black bars at the top and bottom to create a true 16:9?

Please do a search (for 16:9) before you ask a question like this. It has been asked and answered at least twice in the last two weeks, and I don't know how many times before that... :?
