In VS8 (and VS9), when you go to create a video file, you can select from a number of presets (e.g., NTSC DVD) or select Custom. In the Custom option you can set up various compression options, etc.
I think that there is a way to save your custom settings with a specified name, but I can't remember how to do that. In fact, I have an entry called "NTSC DVD Custom" that I apparently created several months ago, which was the last time I worked in VS. Can someone remind me how to save these settings?

Yes, you save your own customised templates under any name you choose. I cant quite remember how it is done in VS 8, but think it was identical -- or at least similar -- to VS 9. Go to Tools > Make Movie Manager > New. Select the format and give it a name, then choose your properties and save. It will thereafter appear as a template when you click on Share > Create Video File.

How can you save/export your custom Make Movie Manager Templates as a separate config file?
