Is it possible to just plain "turn of" ALL TOOLS?

Have been a happy user of my beloved now 15-year-old "have to run in xp compatability mode" software. Unfortunately it is now causing some instability on my computer (darn those Windows updates!). After rejecting several other potential photo editing software packages, have just downloaded 30 day trial of Paintshop pro 8. I am having the same problem I've had with several other Photo editors which is once a tool is used, the only way to turn it off is to use another tool. One of the most beloved features of my old software (Adobe Photo Deluxe 4.0) is that I can TURN OFF ALL TOOLS and just navigate around the photo, leaving what I just did alone while I move on to another task. Is there any way in PSP to, once a tool has been used, turn the darn thing (and all other tools) off totally without activating another tool? Sometimes I just don't want to use ANY tools for a while and so far this has been impossible to accomplish.

I have even tried closing the file and opening a new file, only to find that the darn tool is still activated.
Thanks for any help on this subject.

FWIW I always click on the Pan Tool. After every action it has become my home base.

I'm not sure what you mean by being able to turn off all tools and "navigate around the photo" afterwards. What kind of navigating do you do without any tools active? @brucet seems to have the correct approach. If your image is not zoomed beyond the available workspace area then the Pan tool will do nothing whether you click a mouse button or not. If it is zoomed beyond the workspace area you can then pan around it, which might be what you mean by "navigate around the photo". If that's the case, then clicking the Pan tool has the same effect as turning off all tools did in Deluxe 4.

I do the same as Bruce, as soon as I have used a tool, I hit A on the keyboard, which activates the Pan Tool (the hand). In other words it de-activates all the other tools.
