Two things
Just downloaded Paint Shop Pro X8 but did not get the two free add ons. When I installed the program the page changed in my browser and I was not able to go back to get my free add ons. Also, I am not sure if I should download the Service Pack. Does my version not require it? Version 18.1.0.67

No you don't need the Service Pack with your version.
I don't remember how the extras are downloaded. Either you will be given a new link when you register your copy of PSP. Or you should have some download links in your confirmation email from corel. Or when you login to your corel.com account there will be a link for additional downloads. You'll get them in one of those two locations.
Remember to backup all of your downloads for safe keeping.
