Paintbrush tool no longer painting on any layers.
Pen and airbrush still working.
Restarts didn't solve anything.
Will report back if I find any solutions.

Have you tried resetting the program by holding down the Shift key while clicking on the desktop PSP icon?

I haven't tried any reset except restarting PC and restarting the program.
Few clarifications:
It is only affecting transparent layers.
I can get the paintbrush to work on transparent layers if I set the blend mode on the toolbar to 'Paint Behind'.
