Wondering in a emergency, if I could put PSP on a flashdrive and use it on a public library computer. Any watch out for things I should do?

Short answer: I don't know. But I would be surprised if you could.
Long answer:
Well, first I'd check the EULA as I'm unsure if the language prohibits this. Can it only be installed on a computer you own? Or can it only be run on a computer that you own? Are there limitations on where and how you install the program? Does it have to be a computer? Can it work off of a flashdrive? I also don't know if you can do that without special extra software to cheat certain safeguards. Does PSP still use protexis, or whatever it was called, for anti-piracy?
I do know that you can only run it on one computer at a time under the EULA. Well you're supposed to so...not sure how that would fit in with what you want to do.
My honest suggestion would be, if you can stand to use them, install an Open Source editor on the flashdrive and use that if you're in a pinch unless you specifically require PSP for some reason beyond it's what you prefer. GIMP and PAINT.NET offer decent options. GIMP offers more than paint.net. GIMP is also clunkier. So checks and balances. What do you need vs what do you want.

Doesn't PSP look for 'other' information every time is starts up? So all of those files would also need to be on the USB. What happens when it tries to rebuild its cache?
Try Photoline. Not free but they actually tell you how to run it from a USB stick. (I'm switching over to Photoline from years and years of PSP. Why? Welll Corel makes me nervous about their ability to improve a product with out issues. But most of all Photoline is light years ahead with features and leaves poor old PSP at the starting blocks when it come to speed. Saving a 150meg tiff takes less than a second compared to 10-15 seconds. Adjustment layers happen in real time).
I will still use my PSPx7. Some things I've learned over the years make it so much easier when you are in a hurry. But I will gradually transition to Photoline.

If you run PSP on a second device you will have to re-enter your serial # to install it. I wouldn't want to, nor would I think they would allow you to install anything on a public computer like the library.
