Hi

I did a quick test using X7 to see what effect the Frame Frequency has on my clip.
Using the Balloon sample I applied 5 Frame Frequency

That copied frame 1 to frames 2,3,4,5, then frame 6 played advancing the video.
Frame 6 was then copied to 7,8,9,10,
The video then advanced to frame 11, again copied to the next 4 frames and so on.

The same occurred using a 10 Frame Frequency

Trying to do the same using X9 Freeze Frame would not work in the same way, not practical to do.

Your only option really is to use X7, apply the effect and render to a new video file.

Believe me I do keep pressing for this to be fixed, given that X7 works it should be easy to fix.
If I do hear there has been improvements I will post here again.

Another option is Virtualdub that can simply ignore frames
