The quality of embedded photos in my Blu-Ray projects is not as good as I would expect, the photos are 2.73M in size and have been snapped with a high end DSLR camera. Are there any tricks to improving the quality ?

Although your photos may be 2.73 Mb when you view them in windows they are nothing like that when they are added to a video - I am guessing you are in Australia and will therefore be using PAL so your blu-ray video is presumably 1920 x 1080 so first your photos are reduced to that size in the video which reduces some of the quality.
but I have found that the thing which seems to effect photo image quality most in a video is the aspect ratio of the photo - are your photos in a true 16:9 ratio - yes maybe you have set 16:9 on your DSLR but what ratio do you actually get - is it a PAL 16:9 or a NTSC 16:9 ? - because as soon as you put it in the video it is PAL 16:9 and will be distorted to that to fit the screen so what are the pixel dimensions of your photos
I find that for best quality it is best to do a manual crop in a photo editing programme to ensure they are 16:9 before putting them in your timeline.

Would it be better to resize to 1920x1080 in the photo software to prevent VS from rescaling on it's own. Will I see better quality scaling from my image software?

I did the same yesterday and could not tell the difference.
It also means a lot more planning. If you want to do some pan and zoom with some of the photos to add some variety you need larger photos.
I rarely do slideshows with VS but I was asked a couple of days ago for a favor. I will not be resizing any of the photos.
