missing Perspective Correction Tool

missing Perspective Correction Tool

I've read about the Perspective Correction Tool and would like to use it, but I don't seem to have this tool. At least, it isn't on the Tools toolbar. Is it possible that the online documentation is out of synch with the software?

I didn't realize that some of the buttons toggle between different states. Thanks!
