Tool Options taking up more space than needed?

Tool Options taking up more space than needed?
I am attaching an image that shows the tool options palette. Note that the name of the specific tool is on an upper bar of the palette and a bar below it actually has the various options. I have tried to move the options bar so that it is beside the name of the tool to add to the workspace but that doesn't seem to work for me. Any ideas?

I don't see that (in X8).
I have put all the tools at the top, have done this for years.
The main monitor is 22", which is fine for PSP.
The only way you can give yourself more space is to change the font size.

Is your tool Options palette floating or docked? I don't see the title unless the palette is floating. The titlebar of the palette is not hideable, and you cannot place anything on it. So the only solution is to dock the palette, o put up with it.

That was it. While I had Allow Docking Tool Options checked it wasn't actually docked. As this issue just started a few days ago I must have accidentally undocked it.
