I have installed, removed, re-installed and checked the file locations but alas... Perfectly Clear fails to load in my PSP 64 bit.... Any Suggestions?

Did you point to the plugin in File -> Preferences ->File Locations -> Plugins?
The path you will need to add is C:\Program Files\Corel\Corel PaintShop Pro X8 (64-bit)\PlugIns\EN\PerfectlyClearForPSP
