Yes PSP 2023 specifically updated WebP support to bring it up to speed.
I will add that Google didn't add support for transparency until after Corel had added support for the original WebP specifications. While that in no way makes up for 12 years of not upgrading support, it does explain why PSP's implementation didn't originally have it.
For all previous versions of PSP, full webp support can be gained either through the use of plugins or scripts. There are both import and export scripts on these forums for anyone running a version of PSP older than 2023.

I FOUND PSP 2020 AND 2021 WILL NOT OPEN WEBP FILES EVEN THOUGH COREL CLAIMS IT DOES. I LINK ALL WEBP FILES TO OPEN IN PAINT.NET THEN SAVE TO EITHER JPG OR PNG. THEN DELETE THE WEBP FILE.

My PSP 2021 does. No, only a JPEG, GIF and PNG optimizer.
